Minutes of the Regular Meeting 

of the Greene County Redevelopment Commission 

June 24, 2025 

The regular meeting of the Greene County Redevelopment Commission was held in the 

Commissioners' Room of the Greene County Courthouse on June 24, 2025, at 3:11 p.m. Present in 

person were John Mensch, Joshua Riggins, Kris Jarman, Karen Abrams, and Scott Carmichael. Also 

present in person were Commission attorney Marvin Abshire, Economic Development Director Brianne Jerrels, USTF CEO Bryant Niehoff and LWG CPA's & Advisors representative Jim Higgins. 

The meeting opened with a pledge to the flag. John Mensch called the meeting to order. 

The first item of business was review and approval of the minutes from the May 22, 2025, 

regular meeting. Scott Carmichael moved, and Joshua Riggins seconded, to waive the reading and 

approve the minutes as presented. The motion passed 5-0. 

The next item of business was the former Trout property located at the corner of E County Line Road, Newberry and West Gate Road, Newberry. At the last meeting, John Mensch proposed that the Redevelopment Commission help purchase the 1.5-acre tract. Marvin Abshire presented Resolution No. 2025-04, "Resolution of the Greene County Redevelopment Commission to Provide Redevelopment Assistance". After discussion, Joshua Riggins moved and Scott Carmichael seconded, 

to approve Resolution No, 2025-04 as presented. Joshua Riggins, Scott Carmichael, Kris Jarman and John Mensch voted aye. Karen Abrams voted nay. The motion passed 4-1. 

Next, Marvin Abshire presented an Agreement for Sale and Purchase of Real Estate between 

the Greene County Department of Redevelopment and High Bridge Solutions Properties, LLC (HBSC) for discussion and consideration. At the July 18, 2024 Redevelopment Commission meeting, the Commission passed a motion to offer to sell the 3.7 acre tract (Tax Parcel #28-13-36-000-024.000- 019) to HBSC for $15K. HBSC previously purchased the 5.53-acre front tract of the property long E. County Line Road, Newberry, Indiana and has just completed constructing a building for radar repair. HBSC would like to purchase the remaining 3.74-acre tract. Kris Jarman moved, and Scott Carmichael 

seconded, to approve the Agreement for Sale and Purchase of Real Estate as presented. The motion 

passed 5-0. 

The next item of business was Resolution No. 2025-03, "Resolution of the Greene County 

Redevelopment Commission Amending a Prior Declaratory Resolution". This resolution adds certain 

parcels to expand the existing Greene County Economic Development Area No. 1 and creates a new 

allocation area within the Greene County Economic Development Area to be known as Greene 

County Allocation Area No. 5. The resolution also amends the Greene County Economic 

Development Plan by setting forth infrastructure projects to provide an incentive to Prometheus 

Energetics, LLC. Kris Jarman moved, and Scott Carmichael seconded, to approve Resolution No. 

2025-03 as presented. Karen Abrams abstained. The motion passed 4-0-1. 

Three claims were submitted for approval. The first claim was presented for payment to LWG 

CPA's & Advisors in the amount of $1,000.00 for professional services. The second claim was 

presented for payment to Big Bear Ridge LLC in the amount of $1,010.00 for mowing and bush hogging services. The third claim was presented for payment to Wessler Engineering in the amount of $2,932.50 for professional services relating to a sanitary sewer study. Joshua Riggins moved, and 

Kris Jarman seconded, to approve the three claims as presented. The motion passed 5-0.

Economic Development Corporation Director Brianne Jerrels' report is summarized as 

1. The housing committee has resumed its meetings. Chris Wilson has joined the board. The 

committee is primarily looking at the Eastern area of the county. The committee will meet 

again in August 2025. 

2. Brianne has requested an update of utility needs for the Prometheus project. 

3. The current housing inventory is bleak due to overpriced housing. 

John Mensch's WestGate report is summarized as follows: 

1. The Crane Regional Defense Group hosted a well-attended congressional breakfast on 

June 4, 2025. 

2. Governor Braun fired all IEDC board members and hired new. 

3. WGA is spending $45K for new security cameras at the Academy. 

4. There was a huge response to the daycare survey at WestGate. IU will put together a 

summary. 

5. NSWC Crane HR is requesting duress button installation. 

6. HBSC ribbon cutting was held on June 20, 2025. 

7. Amentum wants to build one and possibly two new buildings in Daviess County on the 

south side of SR 58 for a radiation combined test facility. 

8. John briefly spoke with Jan Schuler Hicks and Marvin Abshire about forming a new a 

Greene County Certified Tech Park at the munitions campus. 

There being no further business, Scott Carmichael moved, and Joshua Riggins seconded, to 

adjourn. The motion passed 5-0.
